PAA Delegation to the 70th IAEA General Conference
21.09.2026
Andrzej Głowacki, President of the National Atomic Energy Agency (PAA), led the Polish delegation during the 70th General Conference of the International Atomic Energy Agency (IAEA), held in Vienna. During his national address, he presented Poland's most important initiatives in the areas of nuclear safety and radiation protection, as well as progress in the development of Poland's nuclear power program.
The President of the National Atomic Energy Agency delivered a national statement on behalf of Poland. In it, he emphasized that Poland continues its efforts to strengthen and maintain nuclear safety and the protection of nuclear facilities.
In 2023, an Integrated Regulatory Review Service (IRRS) mission, conducted by the IAEA, was carried out in Poland. Following its completion, an action plan was developed and implemented to address the recommendations and suggestions made during the mission. Poland is currently preparing for a follow-up IRRS mission, scheduled for April 2027.
The President of the PAA also announced the start of the licensing process for Poland’s first nuclear power plant. On March 31, 2026, the National Atomic Energy Agency received an application for a construction license for this facility.
Upon receipt of the application, the PAA began reviewing and assessing it.
Technical Cooperation with the IAEA and the safety of nuclear facilities in Ukraine
Andrzej Głowacki also highlighted the importance of the IAEA’s Technical Cooperation Program (TC) for developing Poland’s expertise in the areas of nuclear safety, radiation protection, nuclear power, and the application of nuclear technology in medicine and industry.
As part of the program, Polish experts participate in, among other things, training sessions, workshops, and internships organized in countries with greater experience in the construction and operation of nuclear facilities. At the same time, Poland actively supports the Technical Cooperation Program, including by organizing training sessions and workshops in Poland for experts from other member states and by making Polish experts available to participate in IAEA activities.
During his speech, the PAA President condemned the Russian attack on Ukraine and emphasized the ongoing threats to the safety of nuclear facilities in Ukraine.
Bilateral meetings during the General Conference
The PAA delegation’s participation in the 70th IAEA General Conference also provided an opportunity for bilateral discussions and the exchange of experiences with representatives of nuclear regulatory authorities from other countries. On the sidelines of the conference, the PAA delegation held a series of such bilateral meetings, including with representatives of nuclear regulatory authorities from the United States, Germany, Estonia, and the Netherlands. Andrzej Głowacki also met with Rafael Grossi, Director General of the IAEA. The IAEA Director General thanked Poland for its support of the IAEA’s activities in Ukraine.
The meetings provided an opportunity to exchange information on the current activities of the Polish nuclear regulatory authority, particularly in the context of assessing the application for a license to construct a nuclear power plant.
On September 17, the PAA President Andrzej Głowacki met with representatives of the Pakistan Nuclear Regulatory Authority (PNRA). During the meeting, a letter of intent was signed regarding cooperation and the exchange of information on nuclear safety and radiation protection.
The agreement establishes a framework for cooperation and the exchange of experiences, including the evaluation of license applications, safety analyses, and internal procedures—particularly in the areas of organizational management and safety culture.
