In its application for a general opinion, KGHM Polska Miedź asked for an analysis of the solutions contained in the submitted documentation in order to verify compliance with the safety requirements contained in the Regulation of the Council of Ministers of August 31, 2012 on the scope and method of the performance of safety analysis prior to the submission of an application for the issuance of a license for the construction of a nuclear facility and the scope of the preliminary safety report for a nuclear facility, in particular in terms of the correctness of the nuclear safety analysis methodologies used by the technology supplier.

The issued general opinion constitutes the assessment of the President of the National Atomic Energy Agency of the following methodologies and issues described in the documentation attached to the application:

• verification and validation of nuclear analysis codes and methods,
• methodology for conducting nuclear safety analysis using probabilistic safety analysis,
• rod ejection accident methodology,
• evaluation methodology for stability analysis  of the reactor,
• statistical subchannel analysis methodology,
• effluent release methodology,
• applicability of the AREVA fuel methodology for the NuScale design,
• applicability range extension of NSP4 CHF correlation,
• safety classification of passive nuclear power plant electrical systems,
• fluence calculation methodology,
• Framatome fuel and structural response methodology,
• instrument setpoint methodology,
• NuScale power module seismic analysis.

The general opinion of the PAA President is a tool for dialogue between the nuclear regulatory authority and the applicant (investor). Obtaining a general opinion from the PAA President is not mandatory, and the scope of this opinion depends on the applicant.
