The President of the National Atomic Energy Agency has received an application for the license to construct nuclear power plant at the Lubiatowo-Kopalino location

On March 31, the Polish Nuclear Power Plants company submitted an application to the President of the National Atomic Energy Agency for a license to construct a nuclear power plant.

Pursuant to the provisions of the Atomic Energy Law, the President of the National Atomic Energy Agency (PAA) issues a decision regarding a license for the construction of a nuclear power plant within 24 months of the date of submission of the application along with the required documents. This deadline, in accordance with the Code of Administrative Procedure, does not include, among other things, deadlines prescribed by law for the performance of specific actions, delivery periods using the public hybrid service, suspension periods, or delays caused by the party's fault or reasons beyond the control of the authority.

Before proceeding to the substantive assessment, the President of the NAEA will conduct a formal and legal assessment of the application for the license . Only after completing this assessment or, in the case of any formal deficiencies in the application, after these have been corrected, will we notify the initiation of this procedure in the PAA Public Information Bulletin. The application and a summary safety report will also be published there.

Safety Assessment by the PAA President

The safety assessment of the planned nuclear power plant will be conducted in multiple stages. It includes a detailed review of documentation describing, among other things, the following: the technical solutions used in the reactor design, the organizational solutions that will be implemented during preparation and construction of the nuclear power plant, safety analyses, and operating limits and conditions for compliance with applicable laws. In some aspects of this assessment, the PAA will also rely on the support of independent, authorized laboratories and expert organizations.

A license  to construct  a nuclear power plant may only be issued if it is determined that the legally required conditions for conducting the activities involving exposure to ionizing radiation covered by the application have been met.
