Coal committee - meeting on coal distribution

27.12.2022

The Chancellery of the Prime Minister hosted another government meeting with Prime Minister Mateusz Morawiecki to discuss the current situation on the coal market. Russia's attack on Ukraine caused chaos and confusion on the raw materials market. The government has created an effective mechanism to distribute coal to citizens. The subsidy from the state budget, will lead to better access to the raw material and lower prices for Poles.

Coal committee - analysis of the current situation

The government is constantly analysing the situation in the coal market in order to be able to respond quickly to the changing situation. Since July 2022, cyclical meetings on coal procurement and distribution have been held at the Chancellery of the Prime Minister. They are attended, among others, by representatives of State Treasury companies, including representatives of the Ministry of State Assets and other entities involved in the process. This facilitates efficient management.

The measures taken focus on ensuring that all entities, including individual customers, have the necessary supply of coal. The situation is monitored on an ongoing basis, taking into account import and mining plans against the demand for raw material.

Coal law - better access to the raw material and lower prices for citizens

The government has created an effective mechanism for distributing coal to citizens. Thanks to a subsidy from the state budget, local governments can buy coal significantly below the market price from importers - up to PLN 1,500 per tonne. Each household can buy 3 tonnes of coal during the heating season, spreading this purchase into instalments. Purchases can be divided, for example, into two instalments, one this year and the remaining next year - the volume that is not used by the end of 2022 is not lost.

Municipalities that participate in the distribution of coal purchase this raw material at PLN 1 500 per tonne and resell it for a maximum of PLN 2 000. PLN 500 is earmarked for logistics, i.e. transport.

As part of our support for the supply of solid fuels to households, we have introduced, among other things, a financial allowance and temporary permissions for the use of lignite in households. Click here for more information on this topic.
