Liquidation of the Generations and De Republica Institutes

The Head of the Chancellery of the Prime Minister presented an analysis of the expenses of the Chancellery of the Prime Minister and its subsidiaries during the reign of Mateusz Morawiecki. As a result, Prime Minister Donald Tusk decided to liquidate the Institute of Generations and the Institute De Republica. Expenditure on promotion is also being analysed – in 2023 alone, it is PLN 30 million. In the Chancellery of the Prime Minister, the number of departments was significantly reduced.

- The purpose of these institutes was not to conduct scientific research, but to provide analyses needed to carry out the planned policy by the government. There is no indication that they will affect the work of the government, with about PLN 60 million of expenditure over two years," explained Minister Jan Grabiec.

The Institute De Republica prepared 35 analyses, but only one was prepared for the Chancellery of the Prime Minister – it concerned the work of Cyprian Kamil Norwid.

- The Institute De Republica spent PLN 40 million over 2 years – mainly on salaries and related expenses. It employs 26 people, almost half of whom are directors, executives and staff. The average wage is 14,000 per FTE. In addition, 22 contracts were concluded with 6 employees, including the director who concluded a contract with himself for a total amount of PLN 152,000," said Minister Jan Grabiec.

Legal analyses are being carried out in this case. The liquidator of the Institute will analyse whether it qualifies for an application to the prosecutor's office. In addition to the employees, there is also the Scientific Council – 29 people. They performed their duties for a lump sum salary plus reimbursement of travel and accommodation expenses in accordance with the Labour Code.

- The activity of the Institute, as we will analyse it objectively, consisted mainly in concluding civil law contracts for the amount of almost 8 million zlotys. 925 such agreements have been concluded," explained J. Grabiec.

The Institute was also audited by the Supreme Audit Office. The Supreme Audit Office has noticed a number of violations of the law, including incurring financial liabilities in violation of the Public Finance Act - PLN 650,000; Pointless expenditure of PLN 876,000, including but not limited to decorations or make-up services.

The Generations Institute, on the other hand, was to deal with the issue of demography. It employed almost 30 people and had an annual budget of PLN 10 million. There is no information that he prepared a report commissioned by the government administration.

- On the other hand, research and analytical activity was carried out on various topics, such as the study of the feeling of loneliness, or the research project 'a smartphone yes, but with a head' or a report on the annulment of marriages in the church in Poland. This was the task of the Institute of Generations," said the head of the Chancellery of the Prime Minister.

The Institute also does not have significant achievements in popularizing knowledge through social media. The Generations Institute's Facebook account is followed by 2200 users, and the Institute has 1600 followers on Platform X.

The Supreme Audit Office also analysed the work of the institute. The Chamber drew attention to pointless expenses, including the purchase of kerosene lamps, but also the rental and later the purchase of cars. She also drew attention to the fact that remuneration for employees was set in the amount of almost PLN 330,000 in violation of the provisions of the Act.

- Irregularities also include the method of determining employees' salaries at PLN 330 thousand. This is a violation of the law and an unjustified granting of special allowances, bonuses, additional benefits for employees in the amount of PLN 266,000. In this case, the liquidator will also analyze the basis for filing the application with the prosecutor's office," Jan Grabiec announced.

The head of the Chancellery of the Prime Minister noted that the situation of the other institutes that were established by the previous government is currently being analysed. Information on this will be presented in the coming weeks.

Reduction of departments in the Chancellery of the Prime Minister

Minister Jan Grabiec announced that Prime Minister Donald Tusk also signed the statute of the Chancellery of the Prime Minister. The management decided to liquidate more than 1/4 of the organizational units.

- From 38 cells, 10 have been reduced. Today, according to the statutes, we have 28 of these cells. (...) We have come to the conclusion that a large part of the cells was created to make ministers feel important as "ministers without portfolio" in the Prime Minister's Office. Everyone had to have at least two departments, sometimes three, in order to feel important, even if these departments were not properly assigned any tasks that were important from the point of view of the work of the Prime Minister's Office," said the head of the Chancellery of the Prime Minister.

The number of lawyers also decreased by 133 people. Further analyses of the employment of employees are still ongoing.

- The number of employees is also related to structural changes. The Prime Minister's Office delegates competences to other ministries. So far, the previous government has created a kind of "mini" government in the Chancellery of the Prime Minister. The work of many ministries was duplicated or special units were created to do what other ministries should do, in which PiS politicians functioned – explained Minister J. Grabiec.

Consultations are underway on the relevant act on departments, which the government wants to submit to the Sejm.

Billions of zlotys for promotional activities of predecessors

The head of the Chancellery of the Prime Minister also drew attention to the expenditure on promotion in the Chancellery of the Prime Minister during the rule of his predecessors. Between 2020 and 2023, the promotional budget increased nearly 10 times – from PLN 3.2 million to PLN 30.2 million.

"It is hard not to get the impression that the budget was not related to the elections that took place last year," admitted Jan Grabiec.

Only on the purchase of airtime was spent in 2023 - this is by far the largest item - 18 million 773 thousand.

- Among the entities that have obtained contracts for the use of airtime, the Polish Television dominates - almost 6 million, but there is also Polsat TV - almost 6 million, RMF FM - 3 million 600 thousand, Puls Television, the Diocese of Siedlce, Catholic Radio Podlasie, Radio Zet and Telewizja Republika and the Lux Veritatis Foundation running the Television Trwam – mentioned Minister J. Grabiec.

The head of the Chancellery of the Prime Minister stressed that the expenses are being analysed by lawyers and if necessary, the case will be referred to the prosecutor's office. Work is also underway to recover some of the funds through appropriate civil proceedings.
