PM Tusk: Our Support Gives Ukraine Greater Leverage

19.12.2025

Prime Minister Donald Tusk met today in Warsaw with the President of Ukraine, Volodymyr Zelenskyy. Earlier, during the European Council, EU leaders decided to grant Ukraine a loan of EUR 90 billion. "I am convinced that Ukraine is now in a stronger position vis-à-vis Russia. With us, you have stronger cards,” Prime Minister Donald Tusk said during the meeting. Thanks to these funds, Ukraine will be able to continue fighting in defence of its independence. This will also strengthen its position vis-à-vis Russia. The head of the Polish government stressed that the shared interest of both proud nations is an independent Poland, an independent Ukraine, and a safe Europe.

Ukraine’s fight is our common cause

Despite difficulties and the complex history between our nations, Poland and Ukraine understand each other. And these bilateral relations will continue to improve in the future.

For me it is absolutely obvious that your fight is our shared fight, for Europe, for Poland, for Ukraine. I deeply appreciate your personal efforts; you are a hero not only in Ukraine, but also in Poland - Prime Minister Donald Tusk said to President Volodymyr Zelenskyy during the meeting at the Chancellery of the Prime Minister.

The head of the Polish government appealed for mutual understanding and patience in clarifying differences between the nations.

Sometimes we feel in Poland that not all Ukrainians appreciate our effort. Sometimes Ukrainians feel that public sentiment here has become a bit less pro-Ukrainian. Yes, all of that is true - the Prime Minister noted.

The future of Polish-Ukrainian relations must be based on mutual respect and friendship. Although both nations still have much work ahead, they share a common goal and interest: an independent Poland, an independent Ukraine, and a safe Europe.

The most terrifying thing for Russia is for us to be together, because together they cannot defeat us. That is why we are having this meeting, with the President, with the Speaker of the Sejm, and with the Prime Minister - said the President of Ukraine.

Good relations between Poland and Ukraine are not in Russia’s interest, as it does not want both countries to remain in a close and strong alliance.

The aggressor must pay for the destruction

Ukraine and Poland are allies. Ukrainians are fighting on the front line, and Poland supports this effort with full commitment, including in the EU and international arenas.

Poland has made an enormous effort. But we do it in our shared interest of an independent Ukraine and an independent Poland - Prime Minister Donald Tusk said.

Today, the European Council decided to provide Ukraine with a EUR 90 billion loan.

The aggressor must pay for all losses and destruction. That is why we have firmly frozen Russian assets. I am convinced that your position vis-à-vis Russia is now significantly better - the Prime Minister stressed.

The European loan is to be repaid only after Ukraine receives reparations from Russia.

The most important issue is the decision that European leaders have taken. Thank you very much for that. Our soldiers and civilians are grateful. Of course, Russia very much wanted to sabotage this, cancel it, delay these meetings - said the President of Ukraine.

Volodymyr Zelenskyy also confirmed that the stance of the Polish government, which Prime Minister Donald Tusk presented in recent days in Brussels, is of particular importance and genuinely strengthens friendship between the nations.
