PM Tusk Presses for a Bigger EU Budget in Talks With António Costa
09.09.2026
"The European Union has a shared duty to be well prepared for different geopolitical scenarios, and that requires effort, including financial effort," Prime Minister Donald Tusk said after meeting European Council President António Costa. The talks focused on the EU's next budget for 2028-2034. Higher EU funding is in the interest of Europe and of Poland, which has been, is and will remain the largest beneficiary of European funds. Alongside investment in security and competitiveness, the EU must also continue to support agriculture, among other areas, since a strong farm sector also matters for the continent's sovereignty. The Prime Minister also addressed the railway crash in Sokolniki, announcing a radical tightening of rules for drivers who ignore traffic lights and lowered barriers at level crossings.
A new philosophy for the EU budget
The President of the European Council is visiting EU capitals to hear member states' positions on the draft of the next EU budget. Poland's interest lies in the highest possible level of EU funding, as it is the largest beneficiary of European funds.
"The EU's future financial framework is a key issue for Poland. We are discussing how to build synergy between the specific needs of member states and strengthening the EU as a whole," Donald Tusk explained in a statement after meeting António Costa.
In times of geopolitical uncertainty, the EU needs decisions that reaffirm its position in the world.
"Our task is to act so that the member states and the EU become ever stronger and more resilient to potential threats," the Prime Minister stressed.
On this issue, the interests of Poland and Europe are the same.
"It is the shared duty of the European Union and of Poland to be well prepared for different scenarios. And that requires effort, including financial effort," the Head of Government explained.
The European budget is currently undergoing a profound change in philosophy. Poland argues that alongside investment in security and competitiveness, the EU must also continue to support development and agriculture.
"Independent European agriculture is also a matter of the EU's security, autonomy and genuine sovereignty. We will look for various ways to secure new funds. A larger European budget is in the interest of every member state, and certainly of Poland," the Prime Minister explained.
The President of the European Council stressed that Poland, as a country on the EU's eastern flank, faces particular challenges and plays a key role in shaping Europe's response to them.
"Dear Donald, your experience, knowledge and wisdom give you a unique, exceptional voice in the European Union. All our colleagues trust you, and Poland's position and initiatives are highly valued," António Costa said.
He added that the EU needs a budget that allows it to pursue its main priorities: strengthening defence and security, competitiveness, innovation and strategic resilience. At the same time, it must continue to support agriculture and development policies, which are key to Europe's prosperity.
A radical tightening of rules at level crossings
The Prime Minister addressed today's collision between an Intercity train and a lorry at a level crossing in Sokolniki. He announced a radical tightening of rules for drivers who ignore traffic lights and lowered barriers.
"Unfortunately, this is yet another case of a disaster at a level crossing. That is why we must start urgent work on tougher rules for those who repeatedly drive onto crossings despite barriers or red lights," Donald Tusk said.
He explained that previous measures and appeals had not produced the expected results, which is why the new rules will be very strict.
