Prime Minister Mateusz Morawiecki at the Local Government Forum: we are promoting a local government policy that can be summed up in three words - community, support and cooperation

Since 2015, we have introduced policy changes for local authorities. We support investments in villages, municipalities, small and medium-sized towns and large cities. Thanks to government programmes such as, among others, the Government’s Strategic Investment Programme, local investments are being made all over Poland to serve Poles. Residents can benefit from new road infrastructure, sports fields, additional nursery places or Senior+ clubs. As late as 2023, local authorities will receive an additional PLN 14 billion in funding for their purposes. A priority for our government is the sustainable development of all localities across Poland. This would not be possible without tightening the tax system and repairing public finances.
Government programmes for local Poland
We support the authorities of villages, communes, towns and cities with ideas for new investments in the region that meet the needs of the inhabitants. We have introduced a number of government programmes to ensure that Poland develops equitably.
"We have brought the whole of Poland, so to speak, a rain of investment – really, thousands of new investments that were difficult to dream of before," - said Prime Minister Mateusz Morawiecki.
Key government programmes supporting local authorities:
- The Government’s Strategic Investment Programme is a non-refundable subsidy for investments made by municipalities, counties, cities, provinces and their associations throughout the country. There have been five editions to date, under which funding has been awarded to, among others, sites where liquidated state-owned agricultural enterprises (PGRs) operated. The last two editions were intended for the development of industrial zones and Polish spas. A total of PLN 63.4 billion has already been allocated to the programme.
- The Government Road Construction Fund is a resource for the development of road infrastructure. Since 2019, we have carried out investments of more than 18,000 km for a total amount of nearly PLN 13 billion. With support earmarked for 2023, this amount will be PLN 15.3 billion.
- The Government Fund for Local Investments provides funds for municipalities, districts and cities throughout Poland for investments close to the people, such as the construction of nurseries, kindergartens or roads. More than PLN 13.2 billion has been earmarked for this purpose.
Other programmes that benefit local communities include the Local Government Road Fund, Maluch+ or Senior+.
Improving the quality of life of Polish women and men
Thanks to our financial support, investments close to the people are being made in villages, towns and cities. We invest in the development of local authorities because we know that this serves their residents. Thanks to new roads, Poles can get to work faster and more safely. They can also benefit from cycle paths and illuminated pedestrian crossings. The development of water and sewage infrastructure improves living conditions and comfort for residents. Thanks to newly built sports fields, children can spend their time actively after school.
"All residents deserve support, deserve huge infrastructure investments and those small, local investments, such as a kindergarten for children, nurseries so that mothers pursue their careers - those who want to, or a well-equipped fire service, fire station, community centre and so on" - stressed the head of government.
Additional support for local authorities
Recent years - the COVID-19 pandemic, the war in Ukraine, the associated energy blackmail and inflation - have also had an impact on local government budgets. In these difficult times, we have not and will not leave local governments alone. In 2022, we have provided additional funding that local authorities could spend on current needs, the purchase of energy sources, heat and investments that will improve energy efficiency in the region.
In addition, we have planned an increase in the general subsidy for local governments in the 2023 Budget Law. This amounts to more than PLN 85 billion. Compared to 2022, this is an increase of 18.2%. In 2023, we will also additionally allocate over PLN 14 billion to the activities of local governments. These funds will be a supplement to the general subvention.
"Local government revenues and budget surpluses are incomparably higher today and offer prospects for good investment growth, good economic growth in local governments," - said the Prime Minister.
Prime Minister Mateusz Morawiecki concluded by thanking all local government officials: "Anyone who thinks about development in a place has to think about the quality of life, and I know that there are no better hosts than you. There are no better people who care about places in every corner of Poland than the local government officials elected by the residents."
