Prime Minister Mateusz Morawiecki on government support for local governments: There is one Poland. It must develop evenly

16.01.2023

We support local governments throughout Poland. Thanks to government programmes, funds flow to all municipalities, cities and smaller towns. As part of the Government Fund for Local Investments, funds go to investments that are close to the people. These include the reconstruction of nearby roads, the retrofitting of hospitals, the construction of nurseries or the renovation of libraries. PLN 13.2 billion has already been allocated for this purpose. To date, there have also been five editions of the Government Strategic Investment Programme – a total of PLN 63.4 billion has been allocated for non-returnable co-financing of investments. Additional funds are also granted to large cities, such as Warsaw, Gdańsk and Kraków.

Government programmes support local governments throughout Poland

The Government Fund for Local Investments, the Strategic Investment Programme, the Subsidy from the National Fund for Environmental Protection and Water Management or the COVID-19 Counteracting Fund are just some of the programmes that support local government units across Poland. Government funds are used, among others, for the construction and modernisation of kindergartens, schools, nurseries as well as road, water supply and sewage infrastructure.

“Has there ever before been so many government measures – and I stress government – to support local investments? Different types of investments: kindergartens, schools, nurseries, roads, road systems, road safety improvements and many, many other investments,” said Prime Minister Mateusz Morawiecki.

Lower unemployment thanks to government subsidies

Thanks to government funding and modernisation of little homelands, the migration of residents to large cities has decreased. The additional money is being invested by local companies, which has a significant impact on a decrease in unemployment throughout Poland and on additional investments by foreign investors.

“There is one Poland. It must be one, it must develop evenly – as evenly as possible. It is known that the big investors come to the big cities anyway. We have less influence on that. We have an influence on attracting them to Poland and we are doing that, that is why our unemployment is at a record low. We are doing our best to redirect investments to those centres in which such investments have not been made so far, which have been excluded from investments," stressed the head of the Polish government.

Government support for Warsaw

Government programmes cover not only smaller towns, but also voivodeship cities. The capital is one of the cities that receives a lot of non-returnable co-financing. It includes, but is not limited to: the Toddler+ Programme, Family 500+ or the Government Good Start Programme. Warsaw also receives millions of euros in subsidies for, inter alia, the development of road investments.

“Many investments in Warsaw would not have taken place without government funding. Whether it’s the support for the construction of the kindergarten at Gilarska Street, or the reconstruction of flyovers – this one at Saska Kępa, I believe Paryska Street – or the road system in Białołęka, but also the completion of the southern ring road of Warsaw – so important for the transport system of the city – would not have taken place without the support of government funding," pointed out the Prime Minister. And he added: “We are ready to support a number of other investments. We very often consider the investment needs of the capital city of Warsaw.

Warsaw will receive government support for further investments, e.g. for the construction of the third metro line. The mayor of the capital has also asked for support for the expansion of the Warsaw Rising Museum. Additional funds will also flow towards the renovation and subsequent expansion of Warsaw's sports pearl, i.e. Skra. In the next few years, we want to allocate an amount of up to PLN 3 billion for various projects. Such development would not be possible without the repair of public finances.
