Prime Minister Mateusz Morawiecki on new investment funds for local governments: simple procedures, fair mechanisms, money for all

The Government Strategic Investment Programme facilitates investments all over Poland, thanks to non-refundable funding. Since the beginning of the programme, a total of PLN 63.4 billion has been earmarked for projects such as the renovation of schools and crèches, sports facilities, renovated parks, new roads or water-and-sewage networks. All these investments increase the safety and comfort of life for Poles. In Maków Podhalański, Prime Minister Mateusz Morawiecki announced a new call for applications under the Government Strategic Investment Programme. All local government units can submit applications until 16 August 2023. This is not the end of good news for local authorities. They are about to receive another pool of money for renovation activities under the Government Road Construction Fund. The subsequent funds we are entrusting to local governments are the result of efficient public finance management, including, among other things, the fight against VAT mafias.

“For us, there is one Poland. There is no Poland A, Poland B, Poland C. We redirected this great stream of money, taken away from the VAT mafias, to you: to municipalities and to districts. Hence, there are already more than 25,000 boards all over Poland, erected in the wake of investments,” stressed the head of the Polish government.

He added that behind each of these boards is a human story and desire. It is the safety of a child walking along the pavement to school. It is a cycle path that improves health and allows for enjoyable leisure activities. It's a refurbished, modern school, crèche and kindergarten for our children that allows parents to fulfil themselves professionally.

New funding for investments across the country

The next call for applications under the Government Strategic Investment Programme will be aimed at all local government units and their associations. This means that 3 applications can be submitted by every municipality, every district and every voivodeship. The call for applications will run from 20 July to 16 August 2023.

This is further funding that local governments can allocate to investments that meet the needs of local people. This means new safe roads, modern schools and sports facilities for children and young people, as well as crèches, kindergartens and care homes, among other things. Each investment directly translates into greater living comfort in every region of Poland.

“Simple procedures, fair mechanisms, money for all: this is, in a nutshell, our Polish flag investment programme,” described Prime Minister Mateusz Morawiecki when announcing the new call for applications. He stressed that the funds went to local governments in the most flexible way possible. This is another huge pool of funds to make local dreams of people across Poland come true.

Government Strategic Investment Programme

Virtually every region in Poland has benefited from this programme – in order to receive the funds it was sufficient to submit an application. There have been five editions to date:

  • 1st edition, under which local government units submitted applications totalling over PLN 90 billion. More than PLN 23.8 billion was allocated for the implementation of investments. More than 97 per cent of local governments across Poland received non-refundable funding under the programme.
  • 2nd edition, under which a total of nearly 5,000 applications received funding. 100 per cent of local government units that submitted at least one application received funding. Local governments received more than PLN 30 billion.
  • 3rd edition aimed at municipalities and districts with former state-owned farms, under which 1,885 applications for a total of PLN 4.071 billion were positively recommended for funding.
  • 4th edition for Polish spas, under which they received more than PLN 240 million.
  • 5th edition for the development of industrial zones, under which 52 applications for a total of nearly PLN 5 billion were successful.

Local governments can still submit applications under two editions:

  • 7th edition, for the development of industrial zones, runs until 21 July;
  • 6th edition, aimed at former state-owned farms, runs until 31 July.

Money for local governments for road repairs

This is not the end of good news for local authorities. They are about to receive more money for road repairs. Prime Minister Mateusz Morawiecki has approved lists of district and municipal tasks to receive funding from the Government Road Construction Fund.

“The modernisation of local roads, municipal and district roads is important precisely from the perspective of the residents. Poland is changing before our eyes,” stressed the head of the Polish government.
