Prime Minister Mateusz Morawiecki: We want home purchases to mean life stability and security

Prime Minister Mateusz Morawiecki has unveiled details of the First Home programme, which provides for secure, state-subsidised mortgages with a low, fixed interest rate for first-home buyers. The programme will also enable prospective homeowners to open housing savings accounts with attractive bonuses. This is yet another solution to help Poles acquire, maintain and modernise their homes.

First Home — real help for Polish men and women

“We want home purchases to mean life stability and security, not the onset of worries like those faced by thousands of Polish families due to the rise of the market interest rates", the Prime Minister said. “We want every Pole to know that homeownership is a real prospect and not just a distant dream”, he added.

The Safe Mortgage and Home Savings Account, which make up the First Home programme, are comprehensive solutions for the housing market. The Safe Mortgage is set to benefit those who are already prepared to purchase their first apartment or detached house, while the Housing Savings Account will be helpful to anyone planning to buy in the next few years. All procedures will be as simple as possible.

“The First Home programme will be a real help to Poles. It is a systemic solution based on access to a secure and stable source of financing, and an opportunity to save for years with a bonus that the state will pass on to savers”, Prime Minister Mateusz Morawiecki explained.

Safe Mortgage for your first home

If you are planning to buy your first apartment or detached house soon, you can take advantage of a safe state-subsidised mortgage starting from 1 July 2023. The subsidies will apply for the first 10 years, and the mortgage itself will have a low, fixed interest rate, enabling more people to benefit from the programme by improving their credit scores.

“The programme is structured to be as safe and beneficial as possible from the citizens’ standpoint, and not from the point of view of banks or real estate developers. This is a very important distinction", Prime Minister Mateusz Morawiecki stressed.

The maximum loan amount will be PLN 500,000 for singles and PLN 600,000 for married couples or parents with at least one child.

The safe mortgage with a fixed interest rate will be available to any persons up to the age of 45 who have never owned a home (including a single-family house or cooperative member's ownership right to residential premises). In the case of married couples or parents with at least one child, at least one person will have to meet the age criterion.

Home Savings Account — save up for your own home without worry

If you are planning to buy your first apartment or detached house in a few years, you can take advantage of the special Home Savings Account.

“We are not looking for ad hoc solutions, but rather systemic ones. This is why we want to encourage people to build up capital and savings for their own future homes. This will be made possible by a special Home Savings Account", the Prime Minister remarked.

How will the Home Savings Account differ from a regular bank account? Savers who make at least 11 deposits of PLN 500–2,000 per year will receive an attractive annual bonus from the government. Moreover, their savings will earn interest according to the bank's savings offer, with the interest being exempt from the so-called Belka tax.

Another element of state housing assistance programmes

We are constantly working to improve housing availability and the situation on the property market so that homeownership becomes a more feasible prospect. Currently, as many as 200,000 new homes are handed over to Poles every year, marking a significant increase over the previous decades.

Facing a worldwide economic crisis brought about by the COVID-19 pandemic and Russia’s attack on Ukraine, we introduced a “mortgage holiday” to suspend payments and provide relief to Poles repaying home mortgages.

“From the very start, we have been building our housing policy based on many programmes and pillars. It is important to be aware that improving the housing situation will be a years-long process”, Prime Minister Mateusz Morawiecki stressed. “We have already introduced numerous programmes and solutions that cut fees, help those most in need and bring better living comfort”, he added.
