Prime Minister Mateusz Morawiecki: We want to arrange cooperation with local authorities in such a way that Poland develops evenly

Prime Minister Mateusz Morawiecki spoke with mayors and deputy mayors of cities from different regions of Poland about cooperation, the economy and further investments. The government provides local governments with a general subsidy, i.e. additional funds from the state budget for current expenditure and investments. In 2023, we have increased the general subsidy by 18.2 per cent compared to 2022. This means that this year local governments will receive a total of more than PLN 85 billion. In addition, we are allocating a further PLN 14 billion to supplement the general subsidy.
Government supports cities, districts and municipalities
Cooperation between the government and local authorities is crucial for Poland's dynamic and even development. We support the budgets of local government units with funds from the state budget – this is the general subsidy. In the Budget Act for 2023, we have planned an increase in the general subsidy for local governments. It amounts to over PLN 85 billion. Compared to 2022, this is an increase of 18.2%.
In 2023, we will provide more than PLN 14 billion in additional funds for local government operations. These funds will be a supplement to the general subsidy, which municipalities, districts and cities will be able to use for current expenditure or further investments. Additional support from the government allows local authorities to better meet the needs of their residents.
“Poland is for everyone, but we also want to give everything, as patriots, to our homeland – precisely Poland. I would like to take this opportunity to once again say thank you to the city mayors, town mayors, heads of districts and municipalities all over Poland – for your efforts on behalf of your local homelands, for everything you do to make Poland beautiful, to make people come to Poland, and not leave it, to create jobs,” stressed Prime Minister Mateusz Morawiecki.
The meeting between the head of government and local government officials was attended by representatives of cities such as Słupsk, Katowice, Piekary Śląskie, Wejherowo, Bełchatów, Radomsko, Mielec, Piotrków Trybunalski, Bolesławiec, Tomaszów Mazowiecki, Chełm, Knurów, Racibórz, Łomża, Zawiercie, Mysłowice, Otwock, Pruszków, Zielona Góra, Puławy, Sieradz, Skierniewice, Świętochłowice, Toruń, Zamość, Zgierz and Stalowa Wola.
Investing in Poland regionally
We want Poland to develop evenly and fairly. We believe that an inhabitant of a smaller municipality should have the same opportunities for development as an inhabitant of a large city. Therefore, through government programmes and cooperation with local governments, we invest in local Poland and change it for the better.
“There was a time when mighty cities, big cities developed most dynamically, while the rest of Poland very often, unfortunately, had to wait. We have changed this philosophy of operation, this philosophy of budget allocation, in such a way as to equalise development opportunities in every corner of Poland,” noted the head of government.
Local authorities are able to implement new projects and investments in response to the needs of their residents, thanks to government funding from programmes such as:
- Government Strategic Investment Programme i.e. a total of PLN 63.4 billion for investments,
- Government Road Development Fund i.e. a total of PLN 15.3 billion for the development of local roads,
- Government Local Investment Fund i.e. £13.2 billion for new facilities for residents.
Other programmes that benefit local communities include the Local Government Roads Fund, Maluch+ and Senior+.
Additional funding for local governments
With sealed taxes and an efficiently managed budget, we can allocate additional funds for local investments. This increases development, business, investment and economic opportunities all over Poland, which ultimately translates into a better quality of life for Poles.
“I welcome these record investments from the state budget for local governments. They are only possible because we have fixed the public finance system,” said the Prime Minister.
