Prime Minister Tusk in Kyiv: We support everything that is right and true

05.02.2026

The Prime Minister paid a visit to the capital of Ukraine, which for nearly four years has been grappling with the consequences of brutal Russian attacks, including on energy infrastructure. "All decent people in the world cannot have any doubts about which side to stand on. By supporting Ukraine in its resistance against Russia's senseless aggression, we support what is right and true in the world,” the head of government assessed. There will be no just, secure Europe, and no secure Poland, without an independent Ukraine. That is why Prime Minister Donald Tusk and President Volodymyr Zelenskyy signed a letter of intent on joint production of weapons and ammunition. Direct support from Poland is also flowing to Kyiv in the form of, among other things, power generators.

Polish assistance for a fighting Ukraine

For many months, Ukraine’s energy facilities have remained the main target of Russian attacks. The country’s capital is experiencing long interruptions in heat supplies, and Kyiv residents are functioning day to day under extreme conditions.

“I am in Kyiv together with a Polish delegation because this is a place in the world where everyone can clearly see what good is and what evil is. We want all citizens of Ukraine to know that they are not alone and will not be left alone,” Donald Tusk emphasized after his meeting with President Volodymyr Zelenskyy.

At this critical time for Ukraine, Poland is actively supporting its eastern neighbor.

“I wanted to thank all Poles who mobilized to help during this dramatic period of cold and darkness caused by Russia’s attacks,” the Prime Minister said.

In recent weeks, support from Poland has reached Kyiv in the form of, among other things, power generators coming from state reserves and from a nationwide collection.

“We know very well what it means to get through a winter when the temperature drops to minus 30 degrees, without heating and electricity, because a barbaric aggressor decided to attack civilians in the most painful and severe way,” the Prime Minister noted.

President Volodymyr Zelenskyy thanked Poland for its assistance.

“Thank you very much to Polish society for delivering energy equipment to Ukraine, above all generators. Thank you very much, Donald, to your team and to all Poles who help so much,” the President of Ukraine said.

Donald Tusk assured that Poland remains ready to help with the energy problems caused by Russian air raids.

Poland is also continuing military support for its eastern neighbor. The 47th aid package, worth about PLN 100 million and consisting mainly of 155 mm ammunition, has been almost fully delivered. Poland is also finalizing preparation of the 48th package worth PLN 200 million, which will include, among other things, armored equipment for Ukrainian forces.

The Prime Minister also informed that Poland may provide Ukraine with MiG-29 aircraft, and that Ukraine is ready for a drone exchange with Poland.

Poland–Ukraine cooperation in security

Cooperation between Warsaw and Kyiv on security is beginning to take tangible shape. Donald Tusk and Volodymyr Zelenskyy signed a letter of intent on joint production of ammunition and military equipment and on developing defense technologies.

“The signed letter is something more than an introduction to practical cooperation. We put a lot of effort into making the idea of joint production of weapons and ammunition a reality—to find financing and remove barriers that made the exchange of technology impossible,” the Prime Minister said.

He added that work would also continue on the possibility of effectively using funds from the EU’s SAFE defense program.

“With European, Polish, and Ukrainian money we will build our common security, from which everyone will benefit,” the Prime Minister explained.

The President of Ukraine also pointed to cooperation in this area.

“We hope that Ukraine will be a participant in the SAFE program. Together with Poland we will produce, among other things, drones,” Volodymyr Zelenskyy noted.

Arms cooperation is not only a matter of Ukraine’s and Poland’s security; in the future, both countries can benefit from it.

Global Ukraine Reconstruction Conference in Poland

The head of government announced that the next conference on the reconstruction of Ukraine, after a possible ceasefire or peace, will take place in June 2026 in Gdańsk.

“This is a global undertaking in which I will be personally very engaged. Today we agreed with President Zelenskyy that in Gdańsk we will speak with partners from around the world not only about plans, but we will also summarize the first concrete results of our Polish–Ukrainian cooperation,” the Prime Minister said.

In connection with talks about this event, the Prime Minister was accompanied during the visit to Kyiv by the Minister of Finance and Economy, Andrzej Domański. Kyiv also attaches great importance to the outcomes of the Gdańsk conference.

“I am certain that the conference on Ukraine’s reconstruction will be held in Poland at the highest level, we are preparing for it. We count on it being a meeting with very strong and concrete results,” Volodymyr Zelenskyy emphasized.

Donald Tusk also said that Poland and Ukraine will simultaneously discuss increasing energy cooperation.

“This is another good example of how help can also be a good economic undertaking for both sides. Ukraine today needs more energy, and Poland has become a key partner, including when it comes to gas supplies,” the Prime Minister explained.

The head of government noted that a good example here is, for instance, cooperation between Poland’s Orlen and Ukraine’s Naftogaz.

During the visit to Kyiv, Donald Tusk also met with Ukraine’s Prime Minister Yuliia Svyrydenko and laid a wreath at the Polish War Cemetery in Bykivnia and at the Wall of Remembrance of the Fallen Defenders of Ukraine.
