Prime Minister Tusk on the War in Ukraine: "Peace Is on the Horizon”

"Peace has appeared on the horizon for the first time since the beginning of this full-scale war. For Poland, that would be something exceptionally positive, considering the entire geopolitical context,” Prime Minister Donald Tusk said ahead of the final Cabinet meeting of the year. Earlier, the head of government took part in a meeting with European leaders and the NATO Secretary General, during which the first stage of peace negotiations was assessed. The Prime Minister also called for unity and for the need for close cooperation among state institutions, especially on matters related to security. Today, the Cabinet adopted a draft law regulating the status of a closest person in informal partnerships. "This is a basic civilizational minimum that Poland must be able to afford,” the Prime Minister said. The draft is the result of a compromise that has a realistic chance of securing a parliamentary majority.
Progress in Peace Talks on Ukraine
The issue that is capturing the world’s attention today, arousing concern but also hope, is the prospect of peace in Ukraine.
“Matters related to peace in Ukraine are being discussed in different formats and at different meetings. I have just spoken with European leaders and the NATO Secretary General. We assessed the results of the first stage of negotiations,” Prime Minister Donald Tusk said.
According to the head of government, the key outcome of recent days is a declaration of the United States’ readiness to take part in security guarantees for Ukraine once peace is concluded, including the presence of American troops on the border between Ukraine and Russia.
“Peace is on the horizon. There is no doubt that things have happened that give grounds for hope that this war may end, and end quite quickly. But this is still hope, still far from one-hundred-percent certainty,” the Prime Minister said.
Any potential agreement by Ukraine to territorial concessions must be conditional on genuine, reliable security guarantees for Ukraine after peace is reached.
In this matter, full cooperation among all institutions and precise coordination of actions on the international stage are essential.
“I received detailed information from the President about his participation in a conversation with President Trump and other leaders after the meeting in Mar-a-Lago. Of course, we will also share more precise information from today’s meeting and talks with European leaders,” the Prime Minister assured.
On Tuesday morning, the head of government took part in high-level talks on ending the war in Ukraine. Leaders of key European countries participated, along with the Prime Minister of Canada, heads of European institutions, and the NATO Secretary General.
Call for Unity and Cooperation on Security
In the current situation, effective coordination of actions on the international stage remains the most important priority. It cannot be ruled out that in the coming weeks it will be necessary to make important joint decisions concerning this part of the world. This requires full solidarity among institutions and across society as a whole.
The Prime Minister declared his full readiness to cooperate and called for political disputes to be de-escalated.
“I am absolutely open and ready for full cooperation. I am convinced that the end of the year is the ideal moment to try, in these key matters, not to engage in disputes that are sterile and could harm Poland,” Prime Minister Donald Tusk announced.
The head of government asked President Nawrocki for an urgent meeting. He also informed that he had instructed the Minister of National Defence and the Minister-Coordinator for Special Services to meet with the head of state in order to end an unnecessary conflict regarding officer appointments.
Status of a Closest Person in a Partnership: Draft Adopted
The head of government also referred to a draft law adopted today by the Cabinet. It regulates the status of a closest person and covers informal partnerships, in the context of both heterosexual and same-sex couples.
“This is a basic civilizational minimum that Poland must be able to afford. Our task is to ensure that life becomes easier and that people who choose partnership, and therefore will benefit from the status of a closest person, can be treated by the Polish state in the way all citizens deserve,” Donald Tusk said.
The draft is the result of lengthy debates and negotiations, and it represents a compromise that has a realistic chance of obtaining a parliamentary majority.
“I count on understanding from everyone, without exception. This is something we can pass in the Polish parliament. Other proposals would not gain a majority,” the head of government said.
The provisions of the law on the status of a closest person in a partnership and in an agreement on shared life regulate the most important issues of everyday life: joint personal income tax settlement, exemption from inheritance and gift tax, access to medical information and documentation, the right to housing, inheritance by will, and entitlements related to health insurance, survivor’s pension, the right to burial, caregiving allowance, and other related benefits
