Proposals to meet the housing needs of Poles were the subject of another meeting of the Council of Policy Advisers

22.09.2021

Government support for housing financing and the reduction of paperwork for the construction of houses up to 70 m2 were the main topics of the meeting of the Council of Political Advisers with the participation of Prime Minister Mateusz Morawiecki. The country’s strategic objectives and current domestic and foreign policy topics were also discussed during the meeting.

The Council of Policy Advisers

Help in fulfilling the citizen’s dream of having their own pad

The government is keen for as many Poles as possible to have a stable housing situation. Currently, many families can afford to take out a loan for a flat or build a house, but the obstacle is own contribution. Therefore, one of the main topics discussed during the last meeting of the Council of Policy Advisers were the draft laws already adopted by the Council of Ministers: on guaranteed housing loan and on repayments of such a loan made in connection with the enlargement of households and on amendments to the Construction Law and the Law on Planning and Spatial Development, submitted by the Minister of Economic Development and Technology. These are key projects that implement the assumptions of the Polish Deal.

  • A flat without own contribution

The Polish Deal addresses the difficulties and increases the availability of financing for one’s own flat. This solution will cover three groups of people:

  • those who want to buy their first flat at the primary housing market,
  • those who are looking for a flat on the secondary social market,
  • those who want to build their own home.

Through the Bank Gospodarstwa Krajowego, the state will guarantee an own contribution of up to 20 per cent up to PLN 100,000 for at least 15 years. The solution will be addressed to the young, i.e. persons between 24 and 40.

Notably, after the birth of the second child, a family with a guaranteed loan could obtain up to PLN 20,000 of non-repayable co-funding; after the birth of the third child, it would be up to PLN 60,000; and the fourth and subsequent child – up to PLN 20,000 (in proportion to the guarantee granted earlier).

  • A house of up to 70 m2 without formalities

Saving time and money – it will guarantee the reduction of formalities in the construction of houses up to 70 m2. After the changes, construction will be possible without a permit, manager and construction logbook. The construction process will be shortened even by several weeks. In this way, we will eliminate redundant formalities. What is important, it also means savings for the investor – at least several thousand zlotys.
