The Prime Minister in the village of Dąbrowa Moczydły: in these difficult times, we want to give the Polish countryside decent working conditions

We are supporting the Polish countryside and Polish farmers. We are introducing many beneficial solutions, such as fertiliser subsidies, a higher refund of excise duty on agricultural fuel or free spaces for direct sale throughout the country. Prime Minister Mateusz Morawiecki has visited the village of Dąbrowa Moczydły in the Podlaskie Voivodeship, where he met with local farmers. The Head of the Government stressed that, in these difficult times, the Government would help the Polish countryside.

We are supporting the Polish countryside

”Today, the Polish farmer is being torn by many problems caused by the current situation in the world. There’s the pandemic, and then there’s the war in Ukraine, high energy prices and inflation, which are hitting the Polish farmer particularly hard. We will certainly stand shoulder to shoulder with the Polish countryside and the Polish farmer” assured Prime Minister Mateusz Morawiecki.

To support the Polish countryside, we are implementing many beneficial projects. These include:

  • introducing a subsidy for fertilisers,
  • direct payments above the Union average,
  • an increase in the agricultural pension by 23.3 per cent,
  • introducing a higher refund of excise duty on agricultural fuel,
  • more funds for the protection of agricultural land,
  • improving access to the Internet and increasing the sense of security in the countryside,
  • launching an anti-drought program and increasing funds for fighting ASF,
  • free spaces for direct sale throughout Poland,
  • retirement without the need to dispose of the farm.

Over PLN 100 billion from EU funds

In addition to national funds, money from the European Union will also flow towards Polish farmers. On 31 August, the European Commission approved the Strategic Plan for the Common Agricultural Policy for 2023-2027 prepared by our country. Poland is among the first seven EU countries to receive the approval of the European Commission for their plans. As part of EU funds, Polish farmers will receive over EUR 25 billion, the equivalent of more than PLN 100 billion.

Money from the Strategic Plan for the Common Agricultural Policy for 2023-2027 will be used to support rural development. It will also cover direct payments and part of interventions in selected agricultural sectors, such as fruit and vegetables or beekeeping.

We have consulted with the public about the suitability of the draft plan. Changes have been made to the plan as a result of arrangements with the European Commission and public consultations, but also due to other factors including the ongoing war in Ukraine.

An ambitious budget for 2023

We are consulting with the Polish people regarding the suitability of the draft budget law for 2023, adopted by the Council of Ministers. The government has consistently increased revenues by effectively filling gaps in public finances, taking measures such as closing the VAT gap. This enables us to implement many programs addressed to the needs of the Polish people.

In the 2023 budget, the necessary funds have been secured for the continuation of the existing priority actions, as well as for the implementation of new ones including:

  • social programmes,
  • valorisation of pensions and the 13th pension,
  • defence measures
  • health care
  • road construction and repairs.

Russian aggression against Ukraine, rising raw materials prices as well as the COVID-19 pandemic are having a negative impact on the state of the economy in many countries around the world. In this difficult time, the Government is supporting the Polish people by cutting taxes or the implementing its Anti-Inflation Shield. Despite this worldwide crisis, the Polish economy is in a stable condition. We anticipate that, in 2023, U.S. state budget revenues will amount to approx. PLN 604.4 billion, an increase of almost 110% compared to 2015.
