Application for Issuance / Renewal of Residence Cards or Geneva Travel Document for Persons with Subsidiary Protection or Refugee Status

When and where should the application be submitted?

A person who has been granted refugee status can apply for a travel document provided for in the Geneva Convention (Geneva Travel Document – GTD) as well as a residence card (RC).

A person who has been granted subsidiary protection can apply for a residence card (RC).

Applications for issuing or renewing a residence card and a Geneva travel document should be submitted within 30 days before their expiration to the Head of the Office for Foreigners.

Applications must be submitted in person at the Office’s Submission Desk at 33 Taborowa Street in Warsaw or sent by mail to:

Required documents

A completed appropriate application form,

2 recent biometric photos (details in the materials below),

A current certificate of residence registration,

Payment (only for subsequent applications for replacement/issuance of a residence card),

Documents necessary to confirm the data and circumstances provided in the application.

Note: Missing any of the above documents will result in the foreigner being asked to provide them within 7 days of the notice, under penalty of leaving the application unprocessed.

 

The Office for Foreigners, as the authority responsible for issuing documents, collects fingerprints from a foreigner who submits an application for the issuance of a new residence card and a Geneva travel document, after prior summons/appointment.

 

For residence card applications, fingerprints are collected from foreigners who are 6 years old and older.

 

For applications for a Geneva travel document, fingerprints are collected from foreigners who are 12 years old and older.

Document Pickup

The foreigner picks up the documents in person at the agreed time or after receiving information from the responsible employee about the possibility of collecting the document. If the document was issued to a person under 13 years of age, it is collected by their legal representative or guardian. Minors who are 13 years old or older, or a person under legal incapacitation, collect the document in person in the presence of at least one parent or guardian.

Fee for issuing another residence card

A fee of 100 PLN is charged for issuing another residence card.

In the case of a loss or damage to the residence card caused by the foreigner, the fee is 200 PLN.

For a subsequent loss or damage to the residence card caused by the foreigner, the fee is 300 PLN.

Fee relief for issuing another residence card is available to foreigners who:

1. are in a difficult financial situation;

2. are minors who, on the day of submitting the application for issuance or replacement of the residence card or document, have not yet reached 16 years of age.

 

The fee relief for issuing another residence card is 50% of the above amounts.
