As defined by the Development Assistance Committee of the Organization for Economic Co-operation and Development (OECD DAC), Official Development Assistance (ODA) stands for donations and loans provided by government institutions or international organisations to support the economic development and welfare of developing countries.

For development cooperation to qualify as Official Development Assistance, a partner country eligible to receive assistance must be on the list of development assistance recipients published by the OECD DAC.
