    During the meeting of the EU Environment Council, a new interim emission reduction target of 90% at EU level for 2040 was agreed. Poland has not supported this target, consistently emphasising that under the current economic and geopolitical conditions, such a target is impossible to achieve. We have also negotiated a postponement of the entry into force of ETS 2, and by the end of 2025, the Commission will present a proposal for a thorough revision of the ETS.

    The Ministry of Climate and Environment supports the development of energy clusters. On Thursday, agreements with a total value of PLN 331 million were signed in Warsaw. The funds will go to ten clusters from all over Poland and will be used, among other things, for investments in PV installations, energy storage facilities, heat pumps and management systems. A total of PLN 709 million has been allocated to support energy clusters.

    The Sejm considered the Senate's resolution on the Act on the establishment of the Lower Odra Valley National Park. It will be the first new national park in Poland in 24 years.     The Act amending the Act on Central Animal Asylum was approved by the Council of Ministers on 14 October 2025. The Act enables the financing of the construction of a temporary animal holding facility, the commencement of investment works and the improvement of the entity's tasks. This specialised institution will provide temporary care for animals taken away as a result of illegal activities such as illegal transport, keeping in inappropriate conditions or abuse.
