XXI Conference of Paying Agencies of the Baltic States and Poland

On September 21 and 22, 2022, Toruń hosted the 21st Conference of Paying Agencies of the Baltic States and Poland, organized by the Agency for Restructuring and Modernisation of Agriculture. The event was attended by representatives of Lithuania, Latvia, Estonia and Serbia - for which ARMA (as a leader) is running a twinning project. The Polish delegation was led by President Halina Szymańska. The first day of the conference was attended by the Secretary of State in the Ministry of Agriculture and Rural Development, Ryszard Bartosik, and the second - by Janusz Wojciechowski, the European Commissioner for Agriculture.

Prepare for the new perspective of the Common Agricultural Policy

- During annual meetings, we share the achievements related to the operation of Rural Development Programs and discuss current problems related to the implementation of activities under the Common Agricultural Policy. The aim of the conference is also to deepen cooperation and exchange of experiences between paying agencies - said the president of ARMA during the welcome.

In turn, Deputy Minister Ryszard Bartosik emphasized that in this difficult time the agricultural sector rose to the occasion and we can look to the future with hope. - Poland was among the seven countries that were the first to be approved by the European Commission for their Strategic Plans. Another important challenge for our country is the implementation of the National Plan for Reconstruction and Increasing Resilience. This will have a huge impact on the dynamics of rural and rural development - stated the representative of the Ministry of Agriculture.

Almost the entire day was filled with plenary sessions on:

• Modern ways of communicating with farmers and automating the submission and administration of payment claims;

• A new perspective of the Common Agricultural Policy in the field of eco-schemes;

• Area Monitoring System (AMS) and geotagged photos;

• Rules for granting bonuses under the Young Farmer intervention and Restructuring of small farms in the period 2023-2027;

• Assessment of the competitiveness of projects in the period 2023-2027.

In the afternoon, a meeting took place at the headquarters of the Rural Housewives' Association in Czemlewo, which is entered in the register kept by the ARMA. The visit was an opportunity for the ladies to talk about their activities and nurturing local traditions, as well as to present the customs of the Kuyavian-Pomeranian land. The guests were treated to local specialties and watched the performances of the local music band, which include, among others, housewives.

Counteract the effects of Russian aggression against Ukraine

- Although paying agencies do not create regulations, their role in the implementation of agricultural policy cannot be overestimated - said the European Union Commissioner for Agriculture, starting the second day of the conference. Janusz Wojciechowski, who was connected via the Internet, referred to the current situation on the international arena and expressed his hope that the countries of the EU would be able to effectively counteract the effects of the war.

This topic dominated the plenary session, during which representatives of the Polish and Lithuanian delegations took the floor. The speakers informed about the details related to the application of restrictive measures against Russia and Belarus, including applicable laws and regulations related to trade. The meeting was concluded with summaries and thanks. There was also time for the media - both local and national, which were reported by the president of ARMA and the management of the Latvian Paying Agency.
