Agricultural Property Stock

One of our principal tasks is administering the agricultural real estate of the State Treasury. The primary direction of allocating the Agricultural Property Stock of the State Treasury (the APSST) is its use for agricultural purposes.

The main form of agricultural land management is leasing. It enjoys great interest among farmers, as it is a convenient way of using land and buildings located on it. It does not require the involvement of large financial resources.

We also offer real estate from the APSST for investment purposes, designated for investment areas, technology and industrial parks, logistics, service, trade and business centres, as well as modern housing estates. Their major advantage is their attractive location directly near transport hubs or in their direct vicinity. Some of the properties are part of Special Economic Zones. We guarantee clear legal status of these plots and purchasing procedures in the form of open tenders.

We cooperate with local government units. We support the development of the Polish countryside providing real estate from the APSST for the purposes of implementation of local governments’ own tasks at no cost, and contribute to improving the living conditions in rural and rural-urban areas. On plots from the APSST, local government units implement infrastructure investments, including in the scope of: water supply, sewage, removal and treatment of municipal sewage, maintaining cleanliness and order and sanitary facilities, landfills and disposal of municipal waste, health care, social assistance, public education, culture, and sports.

We also administer historical real estate, such as: manor complexes, farm complexes, and palace-and-park complexes as well as lands with mining deposits and real properties qualifying for the construction of wind farms. A major advantage of purchasing properties entered in the register of historic monuments from us is the possibility for the buyer to obtain a 50% reduction in the sale price of the property. On the website https://erolnik.gov.pl, run by KOWR, in the tab “Plots of Land of the State Treasury”, one can familiarise oneself with agricultural properties that are in the APSST. On this portal, one can also obtain information about the properties of the State Treasury, including their location, as well as detailed information on the property’s form of development.

We implement these tasks by applying specific instruments of influence, such as:

  • exercising the right of pre-emption or right of purchase of agricultural properties as well as shares and stocks of companies that are owners or perpetual users of agricultural properties at least 5 ha large
  • making use of the opportunity to purchase agricultural property directly
  • issuing administrative decisions granting permission to purchase agricultural properties
  • issuing administrative decisions granting permission for an early sale or transfer of possession of agricultural real estate to other entities before the expiry of 5 years from the date of its acquisition
  • supervising the fulfilment of obligations by purchasers of agricultural real estate

Trade in agricultural real estate on the private market

Implementation of the provisions of the Agricultural System Structuring Act is another important task of the National Support Centre for Agriculture and one of the elements of the agricultural policy of the state conducted in order to ensure food security of citizens and to support the development of rural areas.

Activities conducted by KOWR are mainly aimed at improving the area structure of agricultural farms, counteracting excessive concentration of agricultural properties, and ensuring that agricultural activities on agricultural farms are conducted by persons with appropriate qualifications.
