Monitoring the situation on agricultural and food markets We carry out tasks related to monitoring, stabilising, and supporting agricultural markets. These include monitoring the following markets: milk, tobacco, wine, poppy, and hemp. The institution’s tasks also include running registries on the market for spirits, ethyl alcohol, tobacco products and wine products.
KOWR also implements tasks of the EU Common Agricultural Policy (CAP) in the scope of: public intervention purchases, private storage subsidies (when launched by the EC), monitoring of production on the sugar market and mechanisms of foreign trade with non-EU countries (i.e. issuing import and export licences, management of tariff quotas). Furthermore, KOWR implements tasks related to estimating losses resulting from unforeseen situations on agricultural markets (e.g. caused by the avian influenza virus) for the purposes of applying by the Ministry of Agriculture and Rural Development to the European Commission for launching the CAP exceptional measures.
