Exchange of experiences between Poland and Latvia in the field of rural land management

A two-day-long workshop was held at the KOWR headquarters with representatives of the Latvian Land Fund ALTUM and the Latvian Ministry of Agriculture. The meeting focused on discussing legal regulations regarding agricultural real estate transactions and exchanging experiences between institutions from both countries.

Polish-Latvian experience exchange and transfer of knowledge in the field of rural land management

The workshops were organised by the Department of Agricultural System Development and the Department of Agricultural Property Stock Management of the National Support Centre for Agriculture (KOWR) in response to a request from the Latvian side submitted during this year’s General Assembly of the European Association of Rural Land Management Administrations (AEIAR) in Riga.

KOWR, ALTUM, and the Latvian Ministry of Agriculture are members of AEIAR, an alliance of institutions from European Union countries involved in agricultural land management. The Latvian side, currently preparing new regulations for agricultural land transactions, was particularly interested in the Polish solutions introduced by the Act on the Development of the Agricultural System.

The meeting was opened by Lucjan Zwolak, KOWR Deputy Director General.

During the event the principles of acquiring agricultural property in Poland, the powers of KOWR in private land transactions, including the right of pre-emption and the acquisition of agricultural properties and shares in commercial companies were presented amongst other things. The principles of managing the Agricultural Property Stock of the State Treasury were also discussed, including land lease and sales.

The Latvian side presented the regulations in force in their country and the challenges related to agricultural real estate transactions. The exchange of experiences enabled deeper cooperation between institutions and a better understanding of the solutions operating in both countries.

Cooperation within the AEIAR framework is an important element of the transfer of knowledge and good practices in the area of shaping the agricultural system in European Union countries, and KOWR actively participates in these activities, promoting Polish solutions and experiences.
