Innovative Public Procurement Supporting Green and Digital Transformation

On May 28, 2025, the National Centre for Research and Development (NCBR) organized the Innovative Public Procurement Forum in Warsaw, presenting a new project funded by the European Funds for a Modern Economy. The initiative promotes the use of Pre-Commercial Procurement (PCP) to develop technologies that are not yet available on the market, supporting green and digital transformation.

So far, NCBR has successfully completed 12 PCP-based projects and is preparing 15 more, with a total budget of PLN 505 million. The Centre also provides public institutions with knowledge, tools, and customized support to help launch innovation-driven public procurement processes, based on clearly defined public sector needs.

The Forum was the first in a series of six public procurement innovation conferences planned by NCBR through 2029. These events will serve as educational and networking platforms for public institutions interested in innovation-driven procurement.

During the event, participants were introduced to the fundamentals of PCP, including legal and procedural aspects, funding opportunities, and examples of successfully implemented projects. The meeting programme featured presentations by NCBR experts and representatives of external institutions including the European Commission, Procure4Health, Corvers, and the Polish Platform for Homeland Security.
The Forum served as a platform for knowledge exchange, networking, and inspiration for future innovation-driven procurement initiatives in Poland.

Under the new project, NCBR will work with public sector entities to identify transformation challenges and implement PCP-based initiatives. It will also offer training, consultations, and best practice exchange to support institutions throughout the process.

The project is co-financed under Measure 2.13 of the European Funds for a Modern Economy 2021–2027.
