    During COP30 in Belém, Brazil, the Polish delegation is focusing on negotiations on just transition and on actions supporting global efforts to protect the climate and counter misinformation. The Brazilian Presidency has entrusted Deputy Minister of Climate and Environment Krzysztof Boleść, together with Minister Alicia Bárcena from Mexico, with leading talks on just transition - one of the key areas of this year's summit.

    Szczecin hosted a meeting organised on the initiative of the Ministry of Climate and Environment, attended by the Minister Paulina Hennig-Kloska, the Voivode of Zachodniopomorskie Voivodship and representatives of municipalities, who expressed their support in resolutions for the creation of the Lower Odra Valley National Park in their area. The event was also attended by the creators of the initiative working towards the establishment of the Park. Local government representatives declared their willingness to continue working on the protection of the Międzyodrze area.

    On 13 November, the Ministry of Climate and Environment hosted a workshop led by Sebastian Solomon Ballad, an expert from the British Behavioural Insights Team (BIT). The meeting focused on the use of knowledge about human behaviour in climate communication. The participants - representatives of the administration and experts - discussed practical ways to help build public trust, communicate information more effectively and increase resilience to disinformation.

    The revised version of the 'NaszEAuto' (Our Car) programme expands the circle of beneficiaries, increases the availability of support and strengthens the development of zero-emission transport in Poland. During a press conference held on 12 November 2025, the Ministry of Climate and Environment and the National Fund for Environmental Protection and Water Management summarised the implementation of key programmes supporting the development of charging infrastructure and the purchase of electric vehicles.

    The Sejm has adopted a draft bill amending the Environmental Protection Law and certain other acts (deregulation bill) prepared by the Ministry of Climate and Environment. The new regulations will improve e.g., the control of documents confirming recycling by marshal's offices. This will curb the practice of some companies issuing unreliable documents and closing down their operations before inspections are carried out.

    During the meeting of the EU Environment Council, a new interim emission reduction target of 90% at EU level for 2040 was agreed. Poland has not supported this target, consistently emphasising that under the current economic and geopolitical conditions, such a target is impossible to achieve. We have also negotiated a postponement of the entry into force of ETS 2, and by the end of 2025, the Commission will present a proposal for a thorough revision of the ETS.

    The Ministry of Climate and Environment supports the development of energy clusters. On Thursday, agreements with a total value of PLN 331 million were signed in Warsaw. The funds will go to ten clusters from all over Poland and will be used, among other things, for investments in PV installations, energy storage facilities, heat pumps and management systems. A total of PLN 709 million has been allocated to support energy clusters.

    87,000 publicly accessible electric car charging points by 2030 - this is one of the objectives of the National Policy Framework for the development of the market for alternative fuels in the transport sector and the development of appropriate infrastructure. The Council of Ministers adopted a resolution presented by the Minister of Climate and Environment.
