POLNORIS CALL
The main objective of the POLNORIS call is to improve the quality of scientific research in Poland and to strengthen international cooperation in the field of research and innovation. The call funds bilateral projects involving partners from Donor States, i.e. projects implemented in close cooperation with a partner from one of the Donor States – Iceland, Liechtenstein, or Norway.

Applications can be submitted by Project Consortia. The Project Consortium shall consist of:
• at least one entity from Poland – the Project Promoter and
• at least one research organisation from the Donor States (Iceland, Liechtenstein, or Norway)The Project Promoter responsible for initiating, preparing and implementing a project must be:
• research organisation established in Poland or
• enterprise (SME or large company) established in Poland
Project partners may also include any public or private entity, commercial or non-commercial (including NGOs), based in Poland or in one of the Donor States (Lichtenstein, Iceland, Norway). -
The funding may be allocated to the implementation of industrial research and experimental development work.

The call is open in terms of thematic scope – it is not restricted to any specific field. Applied projects, technological and those in the social sciences and humanities, may be implemented. Projects must align with at least one of the EEA Funds priorities:
- European green transition;
- democracy, rule of law, and human rights;
- social inclusion and resilience.
Interdisciplinary and cross-sectoral approaches will be encouraged and projects shall include activities aimed at enhancing the valorisation of research. The call will promote the leadership of early-stage researchers.
The programme shall fund projects with a civilian purpose, without precluding their potential dual-use applications.

Iceland, Liechtenstein and Norway

The total allocation for the POLNORIS Call is 296 982 000 PLN (70 000 000 EUR)
Minimum project grants amount is 4,242,600 PLN (1 000 000 EUR)
Maximum project grant amount is 7 424 550 PLN (1 750 000 EUR)
Project duration is 36 months.
The final date for eligibility of costs is 30th April 2031
All expenses and payments between the Programme Operator and Project Promoter must be accounted for and reported in PLN.
The exchange rate used for conversions from euro is: 1 EUR = 4,2426 PLN.

Funding may cover up to 100 % of eligible costs for research organisations and entities other than research organisations and enterprises.
In case of enterprises, funding quota will be decided on a case-by-case basis depending on the size of the company, type of research/development, according to the Regulation of the Minister of Science and Higher Education of 17 August 2020 on granting state aid through the National Centre for Research and Development (Polish Journal of Laws 2025, item 783 as amended).

Only industrial research and experimental development will be funded. Other types of activities (e.g. coordination, dissemination, management, valorisation activities) are not eligible for funding as separate tasks. However, they may be included in the appropriate cost categories within research tasks under individual Work Packages (WPs).
The financial allocation among partners should reflect the actual contribution of each party and should be jointly agreed upon by the Project Promoter and the project partners. Eligible costs requested by entities from the Donor States participating in the project may not exceed 40% of the total eligible project costs.

Applications must be submitted electronically in English via the online application system.
Applications can be edited and approved up to the closing date.
Only applications that have been fully and correctly completed can be submitted.

The assessment of project applications consists of a formal (administrative and eligibility) assessment and an expert evaluation.
IMPORTANT:
As of 16 April this year, the Act of 13 April 2022 on specific measures to counteract support for aggression against Ukraine and to protect national security (Journal of Laws 2022, item 835) – the so-called Sanctions Act – has entered into force.Accordingly, if at any stage of the call evaluation process, as well as during the decision-making stage or the signing of the grant agreement, it is established that certain existing links with the Russian Federation are identified among applicants or other entities seeking (directly or indirectly) to benefit from the support (see here), such applicant will be excluded from receiving funding.
In accordance with Council Regulation (EU) No 833/2014, it is prohibited to provide direct or indirect support, including funding and financial assistance or the granting of any other benefits, under a Union, Euratom or national programme of a Member State, to any legal persons, entities or bodies established in Russia that are under public control.

We will soon provide a link for registration on the b2Match platform. It is a virtual networking platform that enables establishing contacts between entities from Poland and Iceland, Norway, and Liechtenstein that wish to jointly submit applications under the Call.
