What is the goal of the project?

​​​​​Creating legal and organizational conditions to reverse the pyramid of services, i.e., shifting the burden of providing services from hospital treatment to outpatient specialist care and primary health care.

 

What activities have we planned?

We will develop mechanisms enabling payment for results. Payments will be adjusted to the complexity of the case and the necessary funds. We will establish cooperation and communication schemes between hospitals, outpatient specialist care and primary health care as part of diagnosis and treatment as well as the continuation of patient care. Additionally, we will prepare legal and organizational mechanisms (including financial ones) to implement the developed schemes.

We will implement the planned activities by comprehensively revising the definition of settlement products in the orders of the President of the National Health Fund and proposing legislative changes.

 

What effects do we expect?

The structure of provided services will change in favor of outpatient care. The costs of care will be reduced by eliminating incentives to perform outpatient diagnostic and therapeutic tests as part of hospital services. Access to health care services will increase and the situation of particularly vulnerable groups will improve.

 

Who is the project aimed at?

The target group of the project includes patients, representatives of medical entities providing health services in primary health care, outpatient specialist care, and inpatient care, international experts, health care system employees (doctors, nurses, physiotherapists, and other medical professions), the Ministry of Health and the National Health Fund.
