Act of sabotage on the railway. The safety of citizens and infrastructure as a government priority
17.11.2025
'Since January 2024, we have been confronted with acts of sabotage carried out on Polish territory at the behest of foreign services. Since that time, 55 individuals have been detained, several have been arrested, a few have been convicted, and many have been expelled from Poland. For the Internal Security Agency, the Military Counterintelligence Service and other services, there is no task more important than protection against such acts,' stated Minister Tomasz Siemoniak at a press conference at the Chancellery of the Prime Minister.
Last weekend, on two sections of the Warsaw–Lublin railway line, deliberate damage to infrastructure was detected, resulting in the stoppage of two trains. Current findings of the services clearly indicate that these were acts of sabotage.
In the vicinity of Mika, the perpetrators caused an explosion damaging a section of rail. Near Puławy, the overhead power line was destroyed, and a metal clamp was placed on the track with the aim of causing a derailment. Special services and police officers are conducting intensive operations to secure evidence, reconstruct the sequence of events and identify the perpetrators.
Special services are strengthening the protection of infrastructure in the face of sabotage threats
The Special Services Coordinator, Tomasz Siemoniak, stressed that ensuring the security of citizens and the state’s key infrastructure is an absolute priority. In the face of an increasing threat of sabotage, the special services are undertaking intensive efforts to apprehend those responsible.
The likelihood that these are actions commissioned by foreign services is very high, and decisions by the prosecution confirm this. These incidents show that those commissioning the acts have entered a new phase of threats against railway infrastructure. The best officers and experts from the special services are working on this case to reach both the perpetrators and those who commissioned the attacks.
He also emphasised that Poland remains in constant contact with its international partners:
We are in contact with our allies. Acts of sabotage in the past two years have affected not only Poland, but also Lithuania, the Czech Republic and Germany. They are directly linked to the support these states are providing to Ukraine.
I would like to assure the public that, for all those responsible for state security, this task is an absolute priority. Our security in the streets, on trains and on the roads is our most important duty. We will do everything to ensure it
- stressed Minister Tomasz Siemoniak.
Coordinated action for security
From the very first moments after the incident was revealed, all state services acted in full coordination, ensuring a swift and effective response.
The Minister of Justice, Waldemar Żurek, informed that the National Prosecutor’s Office has launched proceedings in the matter.
Preparatory proceedings have already commenced. They are being conducted by the Mazovian Branch of the National Prosecutor’s Office. A special team has been appointed: two very experienced prosecutors as well as representatives of the Central Bureau of Investigation and the Internal Security Agency. If the threat is proven, acts of sabotage and attempted derailment are punishable by 10 years’ imprisonment, up to and including life imprisonment
- he stated.
The Minister of the Interior and Administration, Marcin Kierwiński, emphasised:
The police, special services and prosecutor’s office are taking joint action to ensure that all findings are made as efficiently and effectively as possible.
The Minister of Infrastructure, Dariusz Klimczak, assured that all procedures worked as planned.
All procedures functioned as intended. There was a warning about an irregularity on the track, attention was drawn to monitoring the tracks, and a request was made for particular vigilance. Polish State Railways, together with the Railway Protection Guard, intensified inspections. Repairs to the track near Puławy–Azoty station are already underway, and we are preparing to repair the remaining sections. Our services will not be intimidated.
In connection with the act of sabotage, PKP and the Railway Protection Guard have also undertaken appropriate action.
