PLN 6 billion allocated for the shield for the protection of local governments

PLN 6 billion from the Covid-19 fund - PLN 5 billion for municipalities and PLN 1 billion for districts - to subsidise local investments, close to home - this is the effect of the Local Investments Fund, initiated by President Andrzej Duda. The funds granted by the government will be available to use for investments implemented close to the people, i.e. schools, kindergartens, waterworks, hospitals or social welfare homes, as well as other activities within our small Homelands. The government’s large investment support programme will be available to all municipalities and districts in our country. The Fund will act as a shield for local governments.

– The Local Investment Fund will provide local authorities with an investment capital. We wish to provide support to all Polish municipalities and districts. The support amounts to PLN 5 billion for municipalities and PLN 1 billion for districts. A particular support will be provided to rural and urban-rural municipalities, which - due to their size - will receive at least PLN 0.5 million - says Deputy Prime Minister, Minister of Development Jadwiga Emilewicz.

She adds:

 The funds granted for that purpose may be used for any purpose - school, nursery, kindergarten or road, public transport vehicles or a hospital. We are therefore talking about investments located near the inhabitants. Investments which are going to greatly improve the quality of life of local communities. 

From the very beginning of the COVID-19 pandemic, in all subsequent acts, we aimed to provide support to local governments, primarily organisational in the beginning. We are very well aware of the fact that local investments are the driving force for the economy, also locally. That is why we have prepared the Local Investment Fund which constitutes a shield, a factual support for local governments - says Paweł Szefernaker, Secretary of State in the Ministry of Interior and Administration.

 From the earliest stages of the pandemic, the Ministry of finance has been providing support to the entrepreneurs and local governments. We have introduced a number of changes which improved budget execution of the local government units, made the fiscal laws more flexible and improved the financial liquidity of the local governments. Another aid component includes a support for local investments, initiated by President Andrzej Duda. The aid constitutes an additional impulse for the economic development of regions and real money for the local governments. The government assistance will enable the local self-governments to carry out their undertakings without obstacles - stresses the Deputy Minister of Finance, Piotr Patkowski.

The key assumptions of the Local Investments Fund

  • Municipalities and districts will gain access to a large, government-funded programme of subsidising investments - the Local Government Shield of a national value of PLN 6 billion.
  • Local governments (municipalities, districts and cities) will receive subsidies in the total amount ranging from PLN 0.5 million up to over PLN 93 million - the State had never before proposed a programme that would provide such a wide support for the small Homelands.
  • Over PLN 2.6 billion from the Local Investments Fund will reach rural as well as urban-rural municipalities. This is a path of sustained development which provides an equal support to large cities, as well as the smallest towns.
  • The funds will be granted to municipalities and districts in the form of bank transfers per their application - without excessive bureaucracy. This is an unprecedented support for each municipality and district in the country. 
  • Plenty of municipalities and districts face difficulties with their own financial contribution for investments, and the funds under the Local Investments Fund will allow them to carry out investment measures. 
  • The funds provided by the government may be utilised to carry out investments close to the communities. They will include schools, kindergartens, nurseries, waterworks and sewage systems, hospitals, social welfare homes, pavements or renovations. As well as other activities undertaken in our small Homelands. It also includes support for thousands of companies and hundreds of thousands of employees.
  • The shield for local governments is also a support programme for Polish small and medium enterprises which carry out the investment measures ordered by local governments. It is another financial aid which allows not only to maintain jobs, but also to develop companies.
