Faster help from the employment office – President signed the bill

President Andrzej Duda has signed an amendment to the act on employment promotion, according to which poviat labour offices will no longer have to establish a help profile for each unemployed.

Currently, an employment office will be able to use for the benefit of an unemployed of any forms of assistance provided for in the Act, without restrictions resulting from the help profile set for him/her. It also denotes that the period in which assistance for an unemployed person is provided will be shortened.

The decision about changes in regulations was influenced by, among others, the results of the survey that was carried out among 327 poviat labour offices in 2016 In the opinion of 44.6 percent of offices, profiling did not allow them to provide better assistance to the unemployed. However, in 21.4 percent of offices, it was difficult to indicate the usefulness of profiling aid.

The amendment to the Employment Promotion Act also clarifies the existing provisions regarding the preparation and implementation of the Individual Action Plan (IPD). Labour offices will now be able to better tailor the offer of assistance to the client's needs, taking into account his/her education, professional experience and job or business opportunities. It was also determined that the Individual Action Plan is subject to modification in accordance with the changing situation of an unemployed or a job seeker.

The project also obliges poviat labour offices to continuously monitor the situation and progress in the implementation of activities provided for in IPD, by contacting the unemployed or job seeker at least every 60 days. Contact can be made in the form of a meeting, telephone conversation or exchange of information by e-mail or post.
