New indexation, that is, increases for retired persons and pensioners in 2019

“In 2019 we propose a new mechanism of pensions and retirement pensions indexation, an increase in minimum retirement pensions and pensions to PLN 1,100, and the smallest indexation at a level of PLN 70” – informed Elżbieta Rafalska, the Minister of Family, Labour and Social Policy.

The changes are aimed at improving the situation of persons, who currently obtain the lowest retirement pension and pension benefits. Detailed propositions were presented on Wednesday, 7 November at briefing with Elżbieta Rafalska.

New, higher rates

The particulars of the proposition assume increasing the lowest benefits to PLN 1,100 (in case of the lowest retirement pension, pension due to full incapacity for work, family allowance pension and social benefit) and to PLN 825 (in case of the lowest pension due to partial incapacity to work), respectively.


A statutory indexation indicator will be used, which is forecasted to be at a level of 103.26 percent. At the same time, the guaranteed minimum amount will be PLN 70. If counted according to the hitherto principles, the increase in the minimum retirement pension would amount to PLN 33.57.


“Certainly there is a numerous group of persons, who will benefit from these principles, since their benefits will be increased by over 6.8 percent and not as in compliance with the statutory indexation that could have been expected at a level of 3.26 percent” – said the Minister.

Indexation of retirement pensions in March

The new principle of indexation is to concern all persons insured in FUS, individual farmers, uniformed services, bridging retirement pensions and teacher compensatory benefits. Furthermore, pre-retirement benefits can be also increased.


The bill will be submitted for inter-ministries consultations and social consultations. The act is to enter into force on 1 March 2019.
